The new law establishes clear entry requirements for the profession, introduces mandatory qualification standards, and creates effective mechanisms for consumer protection. Individuals wishing to operate in this field will be required to obtain a professional competency certificate issued by an accredited educational institution, to be renewed every five years, as well as meet specific education and integrity criteria.
An important component of the law is the creation of a dedicated information system managed by the Agency for Geodesy, Cartography and Cadastre, which will include a “Real Estate Agents” module. This system will ensure better registration and verification of professionals, contributing to increased market transparency.
The law places strong emphasis on consumer protection. Real estate agents will be required to sign written contracts with clients, clearly outline the terms of cooperation, and avoid unfair practices such as misleading advertising or hidden commissions. They will also be obligated to issue payment documents for services rendered and to keep contract records for a period of six years.
To ensure compliance, the law introduces a clear supervision and control mechanism involving key institutions such as the State Tax Service, the Competition Council, the National Center for Personal Data Protection, and the Consumer Protection Inspectorate. Sanctions are also предусмотрены for non-compliance, including fines of up to 15,000 MDL for individuals and up to 30,000 MDL for legal entities.
According to the authors, the implementation of this law will contribute to the development of the real estate market, reduce the informal economy, increase tax revenues, and attract foreign investment. At the same time, it will align the Republic of Moldova with European best practices.
The law will enter into force nine months after its publication in the Official Monitor. Market participants will benefit from a 12-month transition period to comply with the new requirements and obtain the necessary certifications.
This reform marks the beginning of a new era for the real estate market in the Republic of Moldova - one based on professionalism, accountability, and trust.
